| 舟山群岛“一岛一功能”产业布局是贯彻浙江省委经略海洋，建设海洋强省，探索海洋产业高质高效协同发展的创新举措。文章围绕群岛城市产业发展的特殊性，提出群岛城市“产业、空间”双主线的布局思路，并以舟山市为例，在耦合产业战略、海洋空间利用特殊性的“双主线”基础上，综合提出六大海岛战略发展板块和29个拥有标志性功能海岛的布局体系，为我国群岛市和各大海岛县产业发展和空间布局提供经验借鉴。 |

| The "One Island, One Function" industrial spatial layout in the Zhoushan Archipelago is an innovative initiative implemented to align with the Zhejiang Provincial Committee′s strategy of developing marine resources, building a strong maritime province, and exploring high-quality, efficient, and coordinated development of marine industries. Focusing on the unique characteristics of industrial development in archipelago cities, this paper proposes a dual-axis planning framework that integrates "industry" and "space" for such regions. Taking Zhoushan City as a case study, and based on coupling industrial strategies with the specificities of marine spatial utilization, the study comprehensively proposes six strategic marine development zones and a layout system comprising 29 islands with landmark functions. This framework provides practical insights for industrial development and spatial planning in archipelago cities and coastal counties across China. |
