海上风电的选址优化及案例借鉴研究——以美国俄勒冈州为例

摘要:
我国是世界上海洋开发强度较高的国家之一,“双碳”目标的提出进一步推动了海上风电行业的发展,海上风电具有良好的发展前景。然而,由于海上风电的建设涉及相关利益方较多,空间规划与选址往往决定了后续海洋资源的利用效率。文章分析了美国俄勒冈州风电场的选址方法,该方法将限制因素、自然资源、渔业资源、已有用海活动和风能资源五大因素纳入考虑范围。在此基础上,结合我国自身的特点,进一步提出了本土化的应用与改进方法。该空间规划与选址优化方法可以为后续海上风电的合理规划和场址布局提供参考,最大限度地提前规避利益方冲突,促进海上风电的高效、高质、可持续发展。

Research on Optimization of Site Selection Methods and Case Study for Offshore Wind Power: A Case Study of Oregon, USA

Abstract:
China is one of the countries with the highest intensity of ocean development in the world. The proposal of the "dual carbon" target has further promoted the development of the offshore wind power industry, and offshore wind power has a good development prospect. However, due to the involvement of multiple stakeholders in the construction of offshore wind power, spatial planning and site selection often determine the efficiency of subsequent utilization of marine resources. This study analyzed the site selection method for wind farms in Oregon, USA. The method takes into account five major factors: constraints, natural resources, industry and operations, wind, and fisheries. On this basis, this study further proposes localized improvement methods based on the characteristics of China. This optimization of spatial planning and site selection methods for offshore wind power can provide reference for the rational planning and site selection of offshore wind power in the future. This method will minimize conflicts of interest in advance and promote the efficient, high-quality, and sustainable development of offshore wind power.
