| 文章从提升渔业科研管理的角度出发，以渔业科研单位科研副产品为切入点，探讨培育渔 业新质生产力目标下的渔业科研单位科研副产品管理现状与对策建议。文章的研究对象为我国海 区和淡水流域的渔业科研单位，研究内容以渔业科研单位的科研副产品管理现状为主。结果显 示，渔业科研单位重视渔业科研副产品管理工作，依法管理体系不断完善，管理效率不断提升， 但仍存在一些问题。研究表明，未来进一步加强我国水产品科研副产品管理应重点开展以下工作：（1）健全数据支撑平台，完善科研副产品管理制度；（2）畅通处理流程，提升科研副产品监管能力与规范性；（3）加强全过程核查与监督，强化科研副产品管理风险防范意识。 |

| In line with the spirit of the Third Plenary Session of the 20th CPC Central Committee and the new requirements for advancing the modernization of the fishery governance system and capacity，this paper explores the current status and proposes countermeasures for the management of scientific research by-products in fishery research institutions．Taking these by-products as an entry point，the study aims to enhance scientific research management and foster new quality productive forces in the fisheries sector．The study focuses on fishery research institutions in China’s marine and freshwater regions，with its primary research content centered on the current management status of scientific research by-products in these institutions．The results indicate that research institutions in both marine and freshwater areas attach importance to the management of fishery research by-products，with continuous improvements in the legal and regulatory framework and enhanced management efficiency．However，certain challenges still remain.The study suggests that strengthening the management of aquatic products in China should prioritize the following measures in the future：（1）Enhance risk prevention awareness of scientific research by-products among all staff and establish a sound management system；（2）Strengthen whole-process inspection and supervision to improve regulatory capacity and standardization of research by-products；（3）Streamline disposal procedures to enhance efficiency and promote orderly and healthy development. |
