基于选择实验法的海洋牧场生态价值评估— 以舟山市为例

摘要:
海洋牧场作为精细化的海洋养殖方式,在高效生产优质经济水产品的同时,客观上保护并 优化了海洋生态系统的服务功能。准确评估海洋牧场的生态价值,对于促进其产业生态化建设具 有重要意义。文章将海洋牧场生态价值划分为扩大生物栖息地面积、养护非经济生物资源、改 善水体透明度和增加海上生态景观功能四个属性,通过选择实验法构建混合 Logit 模型和潜在类模型实证分析了公众对舟山市海洋牧场各生态属性的支付意愿及其异质性,进而估算舟山市海洋牧场生态价值总额。研究结果表明:(1)样本描述性分析显示,受访者普遍对海洋牧场的生态价值具有较高的认知,为其准确地表达支付意愿提供了依据。(2)混合 Logit 模型分析结果显示,生物栖息地面积、非经济生物资源量、水体透明度和海上生态景观功能的边际价值分别为70.73 元 /( 户· 年)、69.29 元 /( 户· 年)、81.79 元 /( 户· 年)、77.27 元 /( 户· 年)。(3) 潜 在类别模型分析结果表明,不同群体在支付意愿和对生态功能重视程度上存在显著差异。(4)若 舟山市海洋牧场的各项生态属性提升至最佳水平,受访者的年支付意愿为 1 070.55 元 / 户,进而测算出舟山市海洋牧场生态价值总额为 3.76 亿元。研究结果可为舟山市海洋牧场产业生态化发展的政策制定和科学管理提供重要参考。

Marine Ranching Ecological Value Assessment Based on Choice Experiment Method

Abstract:
Marine ranching,as a refined marine aquaculture method,not only efficiently produces high-quality economic aquatic products but also objectively protects and optimizes the service functions of marine ecosystems. Accurately assessing the ecological value of marine ranching is of great significance for promoting its industrial ecological development.In this paper,the ecological value of marine ranching is divided into four attributes:expanding biological habitat area,conserving non-economic biological resources,improving water clarity, and enhancing offshore ecological landscape function.By using the choice experiment method,a mixed Logit model and a latent class model are constructed to empirically analyze the public’s willingness to pay(WTP) for each ecological attribute of Zhoushan’s marine ranching and its heterogeneity,and further estimate the total ecological value of Zhoushan’s marine ranching.The research results indicate that:(1)Descriptive analysis of the sample shows that respondents generally have a high awareness of the ecological value of marine ranching, providing a basis for them to accurately express their WTP.(2)The results of the mixed Logit model analysis reveal that the marginal values of biological habitat area,non-economic biological resources,water clarity,and offshore ecological landscape function are 70.73 yuan/household/year,69.29 yuan/household/year,81.79 yuan/ household/year,and 77.27 yuan/household/year,respectively.(3)The results of the latent class model analysis indicate that there are significant differences in WTP and the degree of importance attached to ecological functions among different groups.(4)If the ecological attributes of Zhoushan’s marine ranching are improved to their optimal levels,the annual WTP of respondents is 1 070.55 yuan/household,and the total ecological value of Zhoushan’s marine ranching is estimated to be 376 million yuan.The research results can provide important references for policy formulation and scientific management of the industrial ecological development of Zhoushan’s marine ranching.
