| 文章分析了我国现行的海洋生态环境保护制度、法规、标准体系,研究美国旧金山湾海域和中国香港海域生态环境保护体系,总结其可借鉴之处。以深圳市为研究对象,梳理总结了在海洋生态环境保护管理过程中的创新实践和待解决的问题,针对性提出了深圳海洋生态环境管理体系方面的对策和建议,包括建立区域海洋生态保护协调机制、强化产业绿色转型的政策支持、建立海洋生态环境健康和安全评价制度、建立更严密的海洋生态环境地方性法规体系、完善海洋生态环境标准体系等主要内容。为我国其他类似的滨海城市推进海洋生态环境保护制度、法规与标准体系建设工作提供参考。 |

| China has proposed a strategy of integrated land-sea coordination to synergistically advance marine ecological conservation, marine economic development, and the safeguarding of maritime rights and interests. This article analyzes China′s current institutional, regulatory, and standards frameworks for marine ecological protection, examines case studies such as the San Francisco Bay (U.S.) and Hong Kong Special Administrative Region (China) marine environmental governance systems, and identifies transferable practices for coastal cities. Using Shenzhen as a case study, the study summarizes innovative practices and unresolved challenges in marine ecological protection management. It proposes targeted recommendations for Shenzhen’s marine environmental governance system, including:establishing a regional marine ecological protection coordination mechanism to enhance cross-jurisdictional collaboration, strengthening policy support for industrial green transition to align economic growth with ecological sustainability, developing a marine ecological health and safety assessment framework to guide risk mitigation and adaptive management, formulating a comprehensive legal system for marine ecology and environmental protection, and refining the marine environmental standards system to address gaps in monitoring and enforcement. These insights serve as a reference for other coastal cities in China seeking to develop their marine environmental protection regulations and standards. |
