基于大地坐标下的宗海界址改进方法探究

摘要:
海域使用宗海界址是由一系列宗海界址点依序连接形成的封闭界址线组成的,是客观反映 项目用海位置、形状以及计算海域使用宗海面积的重要依据。现行的相关技术规范对宗海界址点 和宗海面积的表述及取值均有明确规定。由于宗海界址点以大地坐标表述格式和小数点后保留位 数的限制,海域使用管理技术审查和实际应用过程中面临着宗海面积前后差异及相邻宗海界址无 缝衔接困难两个主要矛盾。文章深入分析矛盾产生的根源,通过样例分析揭示其在技术和管理层 面的问题,并提出当前管理模式下的应对措施。最后从技术角度提出改进建议,旨在从根本上解 决矛盾,提升海域使用管理的精细化和规范化水平。

Exploration of Improvement Method for the Sea Parcel Boundary Based on Geodetic Coordinates

Abstract:
The sea parcel boundary for sea area use is composed of a closed boundary line formed by sequentially connecting a series of sea parcel boundary points.It serves as an important basis for objectively reflecting the location and shape of sea use projects,as well as for calculating the sea parcel area of sea use.The current relevant technical specifications provide clear provisions regarding the expression and values of sea parcel boundary points and sea parcel areas.However,due to the expression of sea parcel boundary points in geodetic coordinate format and the limitation on the number of digits retained after the decimal point,two major issues arise during technical review and practical application in sea area use management: discrepancies in sea parcel area before and after coordinate transformation,and difficulties in achieving seamless connection between adjacent sea parcel boundaries.This paper conducts an in-depth analysis of the root causes of these issues,reveals the technical and managerial problems through case analysis,and proposes corresponding countermeasures under the current management framework.Finally,improvement suggestions are put forward from a technical perspective,aiming to fundamentally resolve these issues and enhance the refinement and standardization of sea area use management.
