| 无居民海岛自然资源统一确权登记是健全自然资源产权制度的重要工作，可支撑海岛自然 资源合理开发、有效保护和严格监管。然而，由于海岛自然资源属性的差异性，海岛确权登记具 有不同于其他自然资源的关键要点与制约因素，无居民海岛需要单独划定自然资源登记单元并进 行整岛登记。文章结合无居民海岛自然资源的特点以及无居民海岛自然资源统一确权登记试点工 作的情况与经验，研究了无居民海岛确权登记工作的关键要点，梳理了工作流程和技术方法，总 结了确权登记工作实践中存在的问题， 并从管理和技术层面分析制约因素， 提出了对策及建议， 可为全面开展无居民海岛自然资源统一确权登记工作奠定基础。 |

| The unified confirmation and registration of natural resources on uninhabited islands is an important task for improving the natural resource property right system，supporting their rational development，effective protection，and strict supervision．However，due to the unique attributes of island natural resources，this work involves distinct key points and constraints compared with other types of natural resources，requiring separate delineation of registration units and island-wide registration. Based on the characteristics of natural resources on uninhabited island and the experience gained from pilot programs of the unified confirmation and registration of natural resources，this paper explores the key points of the confirmation of rights and registration for uninhabited islands，outlines the relevant workflow and technical methods，and summarizes practical problems encountered in the registration process．It further analyzes management and technical constraints，and proposes targeted countermeasures and recommendations．The findings provide a foundation for the full-scale implementation of unified confirmation and registration of natural resources for uninhabited islands. |
