| 为科学评估海洋监测培训成效,文章以柯氏评估模型为理论基础,选取 2023 年海洋计量评审组组织的海洋监测培训为对象,涵盖 88 家机构、840 名参训人员。通过问卷调查、笔试考核和 实验室能力验证比对等方法,从反应层、学习层、行为层和结果层构建培训效果动态评估体系。结 果表明:培训整体效果较好,不同特征机构在培训反应层、学习层及结果层的表现存在显著差异, 年龄在学习层呈倒 U 型效应,反应层对结果层影响不显著,学习层对结果层呈正向作用。对比培训前(2022 年)和培训后(2024 年)实验室能力验证结果,比对满意率提升,尤其是学习层表现较好的机构提升更高。基于此,文章提出海洋监测培训优化建议,为海洋领域继续教育提供参考。 |

| Training Effectiveness Evaluation of Marine Monitoring Based on the Kirkpatrick Evaluation Model |

| Based on the Kirkpatrick evaluation model as the theoretical foundation,this study scientifically evaluated the effectiveness of marine monitoring training.It selected the marine monitoring training organized by the Marine Metrology Review Group in 2023 as the study objects,covering 88 institutions and 840 trainees.Adopting questionnaire surveys,written tests,and laboratory proficiency testing comparisons,a dynamic evaluation system for training effectiveness was established from the reaction layer,learning layer,behavior layer,and result layer. The results showed that the overall training performance was satisfactory.There were significant differences in the performance of institutions with different characteristics in the training response layer,learning layer and result layer. Age presented an inverted U-shaped effect in the learning layer.The response layer had no significant influence on the result layer,while the learning layer had a positive effect on the result layer.By comparing the laboratory proficiency testing results between 2022(pre-training)and 2024(post-training),the satisfaction rate had increased,especially for institutions with better performance in the learning layer.Finally,relevant optimization suggestions for marine monitoring training were proposed,providing references for continuing education in the marine field. |
