| 海洋药物和生物制品业是助力海洋战略性新兴产业发展的重要组成部分。随着国家海洋强 国、健康中国战略的实施，海洋药物和生物制品业发展迅速。近年来，在新质生产力的驱动下， 烟台市海洋药物和生物制品业已形成完整的产业链，产业集群逐步显现，重点产品创新成果显 著，但也存在企业研发意愿低、科研力量薄弱、产业布局分散和产学研融合机制不健全等问题。文章立足本地优势，以产业现状为切入点，对政策布局和平台建设等典型做法进行深入分析，从 地理位置及学科属性等方面出发，总结出烟台市发展海洋药物和生物制品业存在的问题和短板， 并从培育初创企业、促进成果转化、加强区域联动等方面提出切实可行的意见建议，助力海洋经 济高质量发展。 |

| The marine drugs and biological products industry is an essential component in fostering the development of marine strategic emerging industries．With the implementation of national strategies for building a maritime power and advancing Healthy China，the marine pharmaceutical and biological products industry has developed rapidly．Driven by new quality productive forces，Yantai City has established a complete industrial chain with emerging industrial clusters and remarkable innovative achievements in core products．Nevertheless，the sector still faces challenges including insufficient corporate enthusiasm for research and development，weak scientific research capacity，scattered industrial layout and imperfect industry-university-research cooperation mechanisms．Based on local industrial strengths and current development status，this paper analyzes typical practices concerning policy arrangement and platform construction．It summarizes existing deficiencies in the industry from geographical and disciplinary perspectives， and puts forward practical suggestions on cultivating start-up enterprises，promoting achievement transformation and strengthening regional coordination，so as to facilitate the high-quality development of marine economy． |
